Bodycam Footage Released After Waukegan Officer Charged in Use-of-Force Incident

Newly released body camera footage shows the moment a Waukegan, Illinois police officer threw a handcuffed suspect to the ground during an arrest last month, an incident that has since resulted in criminal charges and the officer’s termination.

The officer, identified as Richard Tabisz, was charged with two felony counts of official misconduct and two misdemeanor battery charges in connection with the encounter. Authorities say the charges stem from actions taken after the suspect had already been handcuffed.

According to Waukegan police, officers were responding to a call on December 14 involving allegations of domestic battery and a violation of an order of protection. Bodycam video released following a public records request shows the suspect restrained and surrounded by multiple officers when the takedown occurred.

City officials stated that the department reviewed the incident internally before moving forward with disciplinary action. The case remains under review by prosecutors as the legal process continues.
